That looks like Paint on Windows 7. I've never tried Windows 7 on my new hardware, perhaps I should (finally) download and install the RC?

Yep, that's the new Ribbon-ified Paint in Seven. It's still not Paint.NET, but does bring along a few halfway-decent (if useless) improvements... Including some stuff that Diddle on Palm OS has been able to do for years now.
